    MD GOP Gov Hogan Is The Only U.S. Governor Denying The 2022 Primary Results On July 19 Primary Night

    Early voting for Maryland’s July 19, 2022 primary has been in process since July 7. Drop boxes have been distributed, but the voters will not know the election results on July 19 because of actions taken by retiring republican Governor Larry Hogan in late May.

    In 2022, the Maryland General Assembly passed a bill that would have allowed ballot processing and mail-in ballot counting to begin eight days before the beginning of the early voting period on July 7.

    Hogan vetoed that bill, citing a lack of "basic security measures," including signature verifications. 

    As a result of that veto, the first canvassing of the mail-in ballots will begin on July 21. A final canvass will occur on July 29. Mail-in ballots must be postmarked July 19, so it could be a full 10 days before the results are tabulated and announced. 

    Maryland is the only state in 2022 that is explicitly not allowing for the processing of mail-in ballots on or before Election Day.

    In 2020,  Maryland GOP Gov. Larry Hogan allowed local election boards to begin counting mail-in ballots more than a full month before Election Day.

    In 2018, the last election during which Maryland implemented the current set of ballot counting measures, more than 10 times as many mail-in ballots had been requested. That year, about 30,000 mail-in ballots were requested. 

    Just under 500,000 had been requested as of Saturday, according to Maryland Matters.

    Maryland is the only primary in July. 

    Hogan endorsed his Secretary of Commerce Kelly Schultz in March

    Schultz is in a competitive republican primary race for governor with Maryland House Delegate Dan Cox, who has been endorsed by Donald Trump. 

    Hogan recently attended the World Economic Forum in Davos, Switzerland.
