Primaries should have to be won with a majority of votes, not merely a plurality, as is done in Texas. Without this rule, Ted Cruz would not have been elected in 2012.

In Miami-Dade there are 8 Republican candidates for Sheriff, and there should be a runoff between the top two. As it is, someone can win with around 15% of the vote.

The establishment often defends an incumbent from a conservative challenger by funding a third candidate in the primary, who siphons off protest votes!
