(Western Ukraine) The Kremlin has given its version of events which transpired over the last 12 hours. According to Kremlin spokesman Dmitry Peskov, Putin decided to ease up on military operations in order to give Ukraine a chance to negotiate.

This narrative is in opposition to claims of Ukrainian military success against the Russian advance.

Recently Peskov says Ukraine has refused an ultimatum and therefore increased military operations will now begin.

This could be why Russian tank columns have halted outside of Kyiv. However, it is likely Russia has felt stronger resistance than anticipated and now realizes Moscow must commit more troops to ensure victory.

Russia's military given orders to advance in all directions, MoD states, after "Kiev rejecting the negotiation process", reported RT.

The Ministry of Defense also re-iterated its earlier statements that the Russian troops are not targeting the residential areas of the Ukrainian cities.

In related news, there is increased support inside the EU for Ukrainian membership in the economic bloc.

Some Ukrainian military personal have surrendered, put down arms, and are being transported to Crimea.
