U.S. Senator Roger Marshall, M.D, (R-KS), the Ranking Member of the Subcommittee on Primary Health and Retirement Security on the U.S. Senate Committee on Health, Education, Labor, and Pensions (HELP), has released a 300-page bombshell  report on COVID-19 Origins.

The comprehensive report, entitled “Muddy Waters,” has found that the COVID-19 virus was created in a lab and the outbreak was likely the result of two unintentional lab leaks, and yet, USAID, Defense and NIH are not fully co-operating with Congress to find the origin of covid.

“This report is a crucial development in getting to the bottom of COVID-19’s true origins and exposing the deception of those that sought to conceal how this pandemic started,” Senator Marshall stated. “A preponderance of evidence in this report suggests there were two separate unintentional lab leaks dating back to fall of 2019 in Wuhan, China with significant evidence supporting that COVID-19 was a lab-created and altered virus.”

“This report also concludes that the CCP was responding to the coronavirus months before the rest of the world was even aware of its existence, yet China failed to inform the global community of the unfolding disaster,” the senator added.

“While today’s new report reaffirms much of my previously stated findings on COVID-19’s origins, we still need more transparency from the U.S. government-specifically the NIH- and China. We must also stop Gain of Function research until we can establish additional guardrails to make sure risky lethal research never leaks again,” he further added.

The report also determined that the U.S. government was funding gain-of-function research at the Wuhan Institute of Virology.

"There's nothing proving to me that they're doing this type of research in BSL-4 labs," Marshall continued. "Their own documents continue to show that they're understaffed, that they don't have the right facilities to do it in, a huge concern. That's why we've been calling for a halt in all viral gain-of-function research until we get the guardrails around it."

The NIH has "manipulated gain-of-function to be what they say it is and what it isn't, and then they get all lawyered up," alleged Marshall.

Marshall said viral research should never be done outside of a BSL-4 lab. According to the National Institutes of Health, BSL-4 labs have "the most stringent safety and security requirements."

Marshall said the U.S. government continues to provide funding to China for viral research but to date there are no U.S. scientists in Chinese labs overseeing such U.S.-backed research.

"If we're funding it, then they need to conform to our rules, and we need American boots on the ground," he said, referring to China.

Marshall alleges that U.S. government agencies, including the NIH, as well as the Chinese government, are intentionally withholding from Congress key information about the origins of the virus.

There are key data points that are being withheld.

The report specifically cites how the investigation was hampered by the U.S. government.

“Congressional committee jurisdictional limitations prevented requesting information from Executive Branch departments and agencies that were not subject to the Senate Health, Education, Labor and Pension (HELP) Committee’s oversight. In particular, programs and related grants managed by the Departments of Defense and State. The State Department’s U.S. Agency for International Development PREDICT program was of specific interest and relevance. USAID awarded grants to China and the Wuhan Institute of Virology for bat related coronavirus research pertinent to the scope of this investigation,” reads the executive summary on page 22.

“Finally, despite the HELP Committee’s jurisdictional oversight of the Department of Health and Human Services and specifically the National Institute of Allergies and Infectious Diseases (NIAID), requests for information about relevant grants to EcoHealth Alliance and its subgrantee, the Wuhan institute of Virology were often delayed, sometimes incomplete or unfulfilled. Valuable insight concerning NIAID and EcoHealth relevant activities and communications were obtained through public Freedom of Information Act (FOIA) requests by third parties who then made them publicly available,” concludes the executive summary.

Marshall’s staff will continue its investigation into the origins of COVID as well as continue to call for an independent 9/11-style commission to investigate COVID-19’s origin.

CDMedia interviewed Dr. Dennis Carroll, who oversaw the PREDICT Project in July 2022. That interview can be watched here.

Dr. Carroll was one of several co-authors of the February 2020 Lancet article that argued that covid did not originate in a lab, which raises another question.

If those involved with Echo Alliance and PREDICT are so certain that the origin of covid did not occur in a lab, why are they not co-operating with Congress?
