The House passed a record defense authorization bill which sends the massive bill to the Senate for approval before it can be sent to Biden's desk for approval. Due to the need to have the Senate vote on the bill prior to the year's end, the House suspended the rules allowing for the measure to pass with only a two-thirds majority. The bill passed with a mostly bipartisan vote of 350-80. The legislation included a 4.6% pay increase for military service members and Department of Defense civilians.

The 2023 National Defense Authorization Act (NDAA) includes an 8% increase over the 2022 NDAA. The measure includes $817 billion for the Pentagon, with the remainder to be used for the military and other departments. Also included is $10 billion to be given to Taiwan in military aid over 5 years, along with $800 million for the Ukraine Security Assistance Initiative, which is meant to be used for the U.S. government to purchase weapons on Ukraine's behalf. Most of Ukraine's aid for next year will come through emergency funding, however. The White House is also trying to have Congress approve another $37.7 billion in funding for Ukraine during the lame-duck session.

The Senate will have until the end of the year to vote on the legislation.
