Opening the second day for the fourth ballot to choose the Speaker of the U.S. House of Representatives, Rep. Mike Gallagher (R-WI) nominated Rep. Kevin McCarthy.
Acknowledging the frustration expressed among the members, “Democracy is messy by design,” said Gallagher. “American people are in charge. No one has laid out more than anyone to restore the basic functioning of this institution. We are working in the people’ house.”
On the other side of the aisle, Rep. Hakeem Jeffries (D-NY) again was nominated.
And, then, Rep. Chip Roy (R—TX) nominated Rep. Byron Donalds (R-Fla) declaring that for the first time in history, two black Americans were nominated for Speaker of the House.
“Byron will stand up and take on the swamp,” said Roy. “Do you think the American people want to continue the status quo?”
The argument Roy made was that the American people want a new face and new leadership.
Then, the roll call was held..
The Fourth Ballot results:
Hakeem Jeffries (D-NY): 212
Kevin McCarthy (R-CA): 201
Byron Donalds (R-Fla): 20
Others: 0
Present: 1
Rep. Victoria Spartz (R) of Indiana voted for McCarthy on the first three ballots the day before, but switched her vote to “present,” which would lower the threshold, but not in favor of McCarthy.
Going into the fifth round of voting, Rep. Warren Davidson (R-OH) rose and pleaded with his fellow republicans to unite and “let cooler and more rationale heads prevail,” and nominated Kevin McCarthy again.
Rep. Hakeem Jeffries was once again nominated by the democrats who were holding firm.
Colorado Rep. Lauren Boebert (R-CO) then nominated Rep. Byron Donalds for the second time, and said it was time for Donald Trump to call McCarthy and tell McCarthy that he “does not have the votes.”
Again, the roll call was held and the numbers did not change.

The 20 members who voted against McCarthy for Speaker continued to hold firm, Spartz continued to vote present, and all democrats voted for Hakeem Jeffries as they had the day before.
“I didn’t come to DC being interested in becoming speaker of the House,” Donalds had told USA Today, adding, however, that he understands the responsibility of making sure the Republican conference can govern. “I’m going to help do that in any way I can,” the Florida representative said. “The time of leadership by acclimation, those days are over.”
What followed was Round Six.
“I rise today to nominate Kevin McCarthy as Speaker of the People’s House.,” said Rep. Kat Cammack (R-FL). “We will get this right no matter how messy.”
For the sixth time, Rep. Hakeem Jeffries was nominated.
Rep. Scott Perry (R-PA) rose to nominate Rep. Byron Donalds for the third time expressing frustration.
“Washington is broken,” Perry stated repeatedly. “This town works for this town.”
The numbers never changed.

Then the House adjourned until 8pm Wednesday evening.
