Texas Attorney General Ken Paxton sued a doctor in Dallas on Thursday, who allegedly has provided transgender care to 21 minors, despite a state law prohibiting doctors from doing so.
A Dallas doctor, identified as Dr. May Chi Lau, a pediatrician, allegedly provided hormone-replacement therapy to 21 minors between October 2023 and August 2024.
The law was initially enacted in 2023.
Paxton claimed the doctor, who specializes in adolescent medicine, used "false diagnoses and billing codes" to hide illegal prescriptions, according to the complaint.
“Texas passed a law to protect children from these dangerous unscientific medical interventions that have irreversible and damaging effects,” Paxton said in a statement. “Doctors who continue to provide these harmful ‘gender transition’ drugs and treatments will be prosecuted to the full extent of the law.”

The Texas Supreme Court upheld state law in June that bans gender-affirming care for transgender minors, including access to puberty blockers, and transition surgery.
The state Supreme Court said in its 8-1 majority opinion that the ruling was specifically about whether the state law was constitutional, not what treatment a minor who suffers from "gender dysphoria" should have.
“We conclude the legislature made a permissible, rational policy choice to limit the types of available medical procedures for children, particularly in light of the relative nascency of both gender dysphoria and its various modes of treatment and the Legislature’s express constitutional authority to regulate the practice of medicine,” Justice Rebeca Aizpuru Huddle wrote.
As of July 2022, some of the puberty blockers have FDA black box warning of a risk of blindness.
