Last week ABC News reported that in Nov. 2019 the National Center for Medical Intelligence (NCMI) created a report warning that a contagion was sweeping through China’s Wuhan region. The NCMI findings were the result of analysis of wire and computer intercepts, coupled with satellite images captured at this little-known intelligence unit situated at Fort Detrick, Maryland. Starting with that warning in November, deep state leakers have claimed there were briefings through December for policy-makers and decision-makers across the federal government as well as the National Security Council at the White House. This Fake News "bombshell" was picked up by all corporate media outlets and parroted in a coordinated attempt to set a false narrative that "the American government could have ramped up mitigation and containment efforts far earlier to prepare for a crisis poised to come home."
The NCMI is a component of the Defense Intelligence Agency (DIA) and is the only organization in the world with a comprehensive medical intelligence mission to produces finished, all-source medical intelligence assessments on threats including worldwide infectious disease risk. Whatever reports that do come out of the NCMI are highly classified because they are created using intelligence collected by the 17 U.S. spy agencies. The director of the NCMI, Colonel R. Shane Day, issued a rare public statement to deny the existence of the report.
“As a matter of practice, the National Center for Medical Intelligence does not comment publicly on specific intelligence matters,” Day said. “However, in the interest of transparency during this current public health crisis, we can confirm that media reporting about the existence/release of a National Center for Medical Intelligence Coronavirus-related product/assessment in November of 2019 is not correct. No such NCMI product exists.”
It's important to note that the DIA does not report through the ordinary chain of command but directly to the Under Secretary of Defense for Intelligence (USD(I)), Joseph Kernan, who acts as the principal civilian advisor to the Secretary of Defense on matters relating to military intelligence. During the months when the Chinavurs was spreading around the globe the acting DNI, Joseph Maguire, was busy working with his ICIG, the "whistleblower" and Congressional Democrats to impeach President Trump. Since the DNI oversees America's 17 Intelligence Agencies, including the DIA, and produces the President's Daily Brief (PDB) it fell on Maguire to inform the president about the NCMI's Chinavirus warnings.
The NCMI analyzes IC input and produce medical intelligence assessments, forecasts and databases on infectious disease and health risks from natural disasters, toxic materials, bioterrorism as well as certain countries’ capacity to handle them. Their reports are written for military commanders, defense health officials and researchers as well as policymakers at the Defense Department, White House and federal agencies, especially the Department of Health and Human Services.
Today the AP reported that On Feb. 25, the NCMI raised its warning that the coronavirus would become a pandemic within 30 days from WATCHCON 2 — a probable crisis — to WATCHCON 1 — an imminent one, according to a U.S. official. That was 15 days before the World Health Organization declared the rapidly spreading coronavirus outbreak a global pandemic. The United States is (was) the biggest overall donor to the Geneva-based WHO, contributing more than $400m in 2019, roughly 15 percent of its budget. Certainly the US would have alerted the WHO about a WATCHCON 1 level warning so why did it take director-general Tedros Adhanom Ghebreyesus two weeks to declare the Chinavirus as Pandemic?
There is no satisfactory answer to that question but the WHO's procrastination in warning the world it supposedly represents of the Chinavirus danger has cost it all US funding for this year. The usual one-worlder scolds complained bitterly about President Trump's decision to hold back money until the NGO makes reforms and cleans house but it's the only leverage Trump has to make needed changes in the organization. The deceit WHO engaged in on China's behalf helped the WuFlu spread to neighboring and far flung countries during a period when the virus could have been contained within the Middle Kingdom. Why the NCMI, DIA, USD(I), Acting DNI or anyone else in America's sprawling IC labyrinth didn't alert the POTUS about the Chinavirus threat and its potential to effectively shut down the US economy is a more sinister question with a treasonous answer.
