Sure, but this portion of the black community isn't the black community per se. Reshard Brooks' prior crimes prior to his drunk driving mis-behavior and resisting arrest as well as failure to comply with the lawful commands of police officers, to include fighting two police officers to the ground, the subsequent violent taking of one of the police officer's weapon, (taser gun) fleeing and turning to fire at pursuing police officer were these outstanding past offenses for which he was wanted at the time:

failure to notify probation officer about address change, (leaving the state) failure to complete theft prevention program, false imprisonment, cruelty to children, family violence, and battery and simple violence.

This man should have been in jail before he was ever approached by the police officers answering this call. He made some very bad mistakes, which happened well before the police tried to take him into custody for new offenses. He doesn't represent the entire black community just the dysfunctional, ignorant, violent and very large, criminal segment.
